Who is IAS officer Ashwini Bhide
Ashwini Bhide is an Indian Administrative Service (IAS) officer of Maharashtra cadre of 1995 batch, primarily known for her work on the Aqua Line or popularly known as Line 3 of the Mumbai Metro. Since its inception, i.e. from 2015 to 2020, he has done commendable work as the Managing Director of Mumbai Metro Rail Corporation (MMRCL), a joint venture of Government of India and Government of Maharashtra.
But in January 2020, due to political reasons, IAS officer Ashwini Bhide was transferred by the newly formed coalition government led by then Chief Minister of Maharashtra Uddhav Thackeray. Because in the year 2019-20, Aaditya Thackeray’s party Shiv Sena had demanded Bhide’s transfer citing difference of interest over the construction of Metro car shed at Aarey Milk Colony. On which there was also a huge controversy, in the end he was transferred.

Ashwini Bhide started her career as Assistant Collector of Kolhapur district from 1997 to 1999. Thereafter, he was posted as the Chief Executive Officer (CEO) of Sindhudurg district from 1999 to 2000, after which he was transferred to Nagpur district.
Mrs Bhide was appointed Chief Executive Officer (CEO) of Nagpur Zilla Parishad between 2000 and 2003, where she built 434 dams in 310 villages to bring 7,000 hectares of land under irrigation at a cost of Rs 300,000. Between 2004 and 2008, he was appointed as the Deputy Secretary to the Governor of Maharashtra, after which he was appointed as the Additional Metropolitan Commissioner in the Mumbai Metropolitan Region Development Authority (MMRDA).
He also served as the Secretary of School Education and Sports and was instrumental in bringing about systematic administrative reforms to get students (SARAL) database online.
Ashwini is often called the driving force behind the Mumbai Metro.
During his tenure at MMRDA (Mumbai Metropolitan Region Development Authority), he was seen as the driving force for several big ticket projects including Eastern Freeway, Sahar Elevated Access Road, Mithi river clean-up. This included the rehabilitation of an estimated over 4000 affected people. His outstanding work in rehabilitating 5,000 people across the city for the Mumbai Monorail and Mumbai Metro’s first line and various infrastructure projects has been considered a case study.
In March 2020, Bhide, who till then had not been assigned any major role by the Uddhav Thackeray government after being transferred from MMRC. During that time he was deputed to the Municipal Corporation of Greater Mumbai (MCGM) task force as an Additional Municipal Commissioner to deal with the ongoing COVID-19 pandemic in Maharashtra. Bhide was tasked with monitoring the contact tracing efforts of the corporation as well as monitoring the control room and providing assistance to hospitals.

The Mumbai Metro-3 project, a 33.5 km long corridor, is India’s longest and the city’s first fully underground corridor. It connects many parts of the city from Colaba to Seepz. Once operational in 2021, it is expected to change the way Mumbaikars travel. After the commissioning of Metro-3, more than six lakh vehicles will be off the roads of Mumbai every day. Apart from being an eco-friendly mass transport system, it will also help in saving more than 200 lakh liters of fuel per day. Today, due to lack of world class public transport system in Mumbai, people are forced to travel in inhuman conditions in trains and buses. This is why we need an efficient public transport system.
When asked if it was possible to build an underground metro in Mumbai at such a huge cost, he immediately replied, “Yes”, and said, “No project can start without a feasibility report. “If the public transport system is good, many people will leave their cars and bikes behind,” says Bhide.
Some have raised concerns about flooding in the underground metro tunnel, given the fact that Mumbai is more linear on the coast. Bhide, however, wants to quell these doubts and says, “All the big cities of the world – London, Paris, Singapore have long underground metro tunnels. Tunneling is a 150 year old technology. Actually, there are about 400 km long tunnels in London. I don’t think there will be any floods.” The city’s metro network is planned in such a way that it actually enhances the usefulness of the existing suburban rail system, which they claim will provide last mile connectivity to any passenger in any corner of Mumbai.
She says, over the years, I have learned that for any infra project, excellent managerial skills and good coordination are required, the financial capital of the country needs to be provided with good infrastructure, her passion and determination to work. The resolve drives him forward”.
